The Department of Physical Plant's Division of Construction Planning and Design would like to announce the implementation of the Project Approval Request (PAR) form.
This form, developed by Fred Vanderburgh and staff in CP&D, is to be used to initiate the process of requesting approval for any capital construction or renovation projects. The PAR can be downloaded from the physical plant website. Please note that all requests require the approval of the provost or appropriate vice president prior to submission to CP&D.
For purposes of this effort, capital projects are defined as any alterations to or expansion of facilities, new construction, or office furniture or carpeting. The need for routine care and repair of existing facilities should be submitted as a service request through the service desk. Capital equipment requests remain the responsibility of each department and should be submitted through the appropriate director, dean, or vice president as part of the regular budget preparation cycle.
The staff in CP&D will work closely with the designated representative from the requesting department to develop plans, drawings, budget estimates, and ensure all Town of Ithaca building code and architectural requirements are included in the proposal. The PAR will be sent to the Facilities Planning Committee and prioritized with all other capital projects. That listing will be sent to the campus budget committee and ultimately the Board of Trustees for final approval.
All approved projects will be bid by CP&D, with the active involvement of the requesting department representative, to determine the successful contractor and/or vendor. CP&D will administer the project through completion and mange contractors and others involved in the effort. This will help ensure the timely and appropriate payments to all contractors, architects, and vendors. Please note that PARs should be submitted as needs are identified, as there will not be an annual call for submissions.
