Why do some legislators walk so slowly through the halls of Congress?

-----So they can stall a vote by preventing a quorum.

This tactic was seen first-hand by IC student Edward Wycliff (’11) when he worked on the Hill during his fall 2009 Washington Semester.

Edward (a Politics major) worked for Jerrold Nadler, a Congressman for Manhattan, in the Senior Office Building right across the street from the Capitol Building. The only FT intern in the office, Edward watched his classroom lessons on legislative behavior unfold before his eyes.
