Effective for grant proposals submitted as of Fall 2015, Ithaca College will be using the following formula for the distribution of funds received as part of “indirect costs,” “finance and administration costs (F&A),” or “overhead costs” on grants:
Distribution of F&A
This formula was developed in consultation with the College’s Research Council and revised in coordination with the President, Provost and VPEA, Vice President for Finance and Administration, and was approved by the College’s Institutional Effectiveness and Budget Committee (IEBC), which has representation of faculty, staff, and students, and ultimately by the President’s Council.
Funds received under this distribution must be used to advance research, professional activity, or creative activity on this or potential future grant projects.
For example, a principal investigator who receives a research-focused grant that generates $100,000 in F&A would receive $15,000 in an account that s/he can access for research-related activities on this grant (e.g., hiring more student workers or taking students to a conference to present research) or activities related to other research projects (e.g., attending a conference, purchasing equipment for research purposes, going to Washington, DC to review successful grant proposals for another grant opportunity). These funds will be held in an account that may be carried over from one fiscal year to another.
Funds received under this formula by a department or school may be used to celebrate research, professional activity, or creative activity accomplishments of faculty and students, and/or to support research, professional activities or creative activities of faculty in the department or school, including supporting travel by faculty who have not yet won a grant to review successful grant proposals for a grant opportunity. Department chairs and deans will develop processes for reviewing proposals for the expenditure of such funds as they arrive through grants won by faculty in their units. These funds will be held in an account that may be carried over from one fiscal year to another.
Similarly, the Provost and Sponsored Research will use funds received through this distribution formula to support research, professional, and creative activity. These funds will be held in an account that may be carried over from one fiscal year to another.
It is hoped that the formula for distribution of finance and administration funds will further incentivize grantsmanship here at Ithaca College.
