Michael Whelan, an assistant professor of speech communication and legal studies faculty member, has been appointed by the chair of the Florida Public Employees Relations Commission to a two-year term as special magistrate. 

Special magistrates are appointed by the commission to conduct hearings over public-sector labor disputes and issue recommendations for resolving the disputes.

Professor Whelan is also a member of three other arbitration panels: the American Arbitration Association Labor Panel, the New York State Employment Relations Board Panel of Arbitrators, and the FINRA Roster of Dispute Resolution Neutrals.
