The Seminar was sponsored by the National Autonomous University of Mexico and the Mora Institute.

His address, "The Problem of the Non-Institutionalized Insane in the Americas" (Locos sueltos: el problema de los locos no institutionalizados en las Américas) examined the ways in which psychiatrists throughout the hemisphere conceptualized the "problem" of people deemed in need of institutionalization. His address focused on the cases of Argentina, the United States, and Colombia, and considers how immigration, race, and social chaos contributed to how doctors thought about this amorphous, and often imaginary, population.
