The activities of the Federal Mediation and Conciliation Service (FMCS) are nation-wide. FMCS focuses on: efforts at labor-management cooperation; mediation of strikes, lockouts, and other disputes in the private and public sector; and providing arbitrators to parties with contract disputes. Mr. Whelan's appointment was recommended by George Cohen, himself an appointee of President Obama.
