Ithaca College Student Government Association Senate Meeting Agenda Monday, December 7th, 2015 7:30pm – Taughannock Falls Room

IV. Guest Speakers A. No Guest Speakers.
Motion to open new business.
V. New Business A. PEACE Bill Ø We wanted to continue working to have a safe community for IC Campus. Ø Sponsored by Public Safety and Diversity, Inclusion and Engagement Workgroup. Ø To enrich the relationship between student body and members of the office of public safety Ø We want to put it out there and make it known and aware what the focus of this group was Ø Mission and vision of public safety. Ø Included different things about campus and national things that are happening around the country. Ø Community review board. Ø Engagement plan that is being implemented. Ø Overall diagram about a specific engagement plan for ALANA students. Ø Last paragraph has everything we want to accomplish. Ø We want to establish this bill is for all students not just ALANA students to have that relationship with public safety. 5 Minutes of Questions and Answer Ø Kaitlin: under positive engagement it says to enthusiastically protect, what does that mean? Ø Answer: Being passionate about protecting and engaging the students. Ø Jonathan: Does that mean if someone was just doing the job, and was not enthusiastically, they would be fired? Ø Answer: No, that is not the point. Ø Matilda: Can you explain the report card system? Ø Answer: We are trying to figure out the specifics. Ø Matilda: Is peace and acronym for something? Ø Answer: No. Ø Kyle: It says that body camera systems are being researched, are students involved in any of those decisions? Ø Answer: Students aren’t being involved in the body cameras. Extend for one minute: Ezeka Second: Matilda Ø Ezeka: What group is this? Ø Answer: Public Safety Diversity Inclusion and Engagement Workgroup. Move into 5 minutes of Discussion Ø Jonathan: looking for the passion of people is going to be difficult, because sometimes people just need a job. Ø Joseph: Idea is to encourage public safety and students. Want to create good relationships with the students. Ø Kaitlin: I think it is really clear the amount of work you guys put into it. I have a little concern about the wording of it. Ø Dom: A lot of the things are in the works, we have a lot of scatter ideas right now, some of them will be good and some of them need to be fleshed out, we are getting there. It is a good step. Also, really thinking about it, I would love to ask Terry about the language. Motion to move into voting: Matilda Second: TJ

VI. Continuing Business A. LGBT studies Bill (James) Ø Will make sure it is on an accelerated track next semester. B. FASFA Bill (Allen) Ø Changed the date for the event to after we get back from break Ø Have time Ø Doing it now will be an inconvenience Ø Going to push to next semester C. SOTSA Bill (Stewart) Ø No Update. D. Committee Representation Bill (James) Ø No Update. E. No Confidence Bill (Recckio) Ø I am looking at making a website that collects all articles and issues and discussions around no confidence and putting it on the internet. Ø Interesting to present facts on a website. F. Course Evaluation (James) Ø No Update. G. Committee Representation (James) Ø Added into the constitution. Ø Sent amendment language. Ø Sent a list of topics. Ø Next step, talk about it to add it to their agenda. H. Student Bill of Rights Ø Have emailed a decent sized group of students to be involved on a commission for the Student Bill of Rights. Ø I haven’t had any responses. Ø We will bring guest speakers in, it will be transparent and meetings will be opened. Ø I chose the people who were interested. Ø I will make a process for people to say they want to be apart of it. I. Shared Governance Ø Because it is open for edits, but passed through the senate so any edits that are suggested have to be passed through the senate. Ø Board of Trustees members want this bill Ø The Ithacan caught a giant mistake in it, I can’t change it until you all approve it. Ø A comment I would like to discuss Ø Can I have a motion to approve the edits? Motion to approve edits: Jonathan Couce Second: Matilda Ø Initial thought is the president acts as a secretary Ø Looking for whether or not we should change it or not. Ø Dom: I think we should do a sakai site or something, where everything gets emailed, or there is something that everyone can see. Ø Kyle James: Would everyone feel comfortable with me looking into a way that this could be a reality before we pass anything as an official amendment.

VII. Officer Reports
Dom: Ø Carlie and I met with ITS, they have a brand new governance structure and are looking for students to be involved directly. Ø If anyone is interested it is a 2 year staggered term. Ø We need another person who is young and interested. Ø I was emailed on Friday at 5pm to meet with president’s council today at 1 pm Ø We discussed the diversity plan with the college, it was not productive, we are still working on where we are going. Ø Doc is figuring out his role. Ø There is more to come. Ø Next thing I am working is coming up with a full scope of Student Governance. Ø Working with OSEMA Staff, Garett, RHA members and Eboard in redesigning the SGA space. Ø I have an idea for that space to be more transparent.
Kyle Stewart: Ø Losing most of communications committee, people are going abroad, let me know. Ø Senators that are leaving if you can find someone to take your place.
Yena: Ø Elector meeting today, had new faces of people who aren’t in SGA and want to help out. Ø Set general deadlines. Ø If you are an experienced member on SGA, you may get an email from me about speaking on the panel.
Kyle James: Ø Losing academic senators, so people who want to run for academic schools send them my way. Ø Thank everyone who is going abroad for a great semester, you will all be missed.
Evan Layne: Ø Everything that was allocated last week. Ø Little bit of a larger meeting tomorrow.
Marieme: Ø Absent. No Update.
Sierra: Ø Had a meeting with chairman of the board last week, went really well. Ø The board will be meeting next week.
Lima: Ø Alumni board had its second conference regarding everything on campus, had a short discussion yesterday. Ø Board has some great ideas, I hope they are more proactive and faster at responding.
Laura: Ø Elected some new positions on RHA. Ø New NCC, new VP and new secretary.
Open Agenda: Megan: Charlotte and I were at the very first advisory committee, campus security, something was mentioned about the student bill of rights and now they have initially asked if we cannot call it the bill of rights. Dom: I was there, and I told her Student Bill of Rights and Responsibilities, she agreed, that the Ithaca College Student Bill of Rights and Responsibilities is okay. NYS did pass a law, enough is enough is the law, around sexual assault and harassment on college campuses. John: I was talking with international student yesterday and they never received the vote for confidence or no confidence and a few others didn’t receive the vote either. Dom: I will direct that to Garett, we were talking about it in some circles, we couldn’t figure out what it was. Catch up with Garett at the end of the meeting about it. Kyle: We publicized that if you didn’t get a vote to contact us. Kaitlin: I wont be here next semester, if you are interested in facilities planning let me know. Alexa, Dom and I have been talking about theatre programs next semester to talk about things going on campus for next semester. Matilda: Kaitlin just said that in previous semesters, if you abstain you should explain why. Should we bring that up? Seandre: No if we are abstaining the person doesn’t need to know why. Kaitlin: I thought it was because it was written in the constitution. Dom: It is technically to the digression of Marieme. Personally, people have used abstentions to yes, not show their opinion, I think that is a disservice to the students representing. Matilda: I agree; this isn’t a place where you should be secretive. Jonathan: If our whole point is to go off student prospective why is every vote 100% yes. Dom: I am not sure senators are doing hard enough work to get out to the students. I also think senators should read bills before they are presented. Seandre: Instead of enforcing opinion they might as well disagree. Kaitlin: That is the point of giving the explanation. Carlie: I understand a lot of what you are saying, we are asking transparency of administration, and being transparent is important to explain why you are abstaining. There is a way of saying that you don’t have a strong enough opinion on it. Kyle Stewart: The only thing in the constitution about abstaining has to do with appropriations committee, nothing about the senate.
